ESSER III Funds Plan

Hoopeston Area CUSD #11 is designated to receive funds through the Elementary and Secondary School Emergency Relief III ARP Fund (ESSER III). Under the Elementary and Secondary School Emergency Relief III ARP Fund (ESSER III), the Department awards grants to State educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs), including charter schools that are LEAs, with emergency relief funds to address the impact that Novel Coronavirus Disease 2019 (COVID-19) has had, and continues to have, on elementary and secondary schools across the nation. LEAs must provide services to students and teachers in public schools as required under the American Rescue Plan Act of 2021. A plan for Funds Use should 

address the academic impact of lost instructional time; how the LEA will use its remaining ARP ESSER funds; and how the LEA will ensure the interventions it implements will respond to the social, emotional, mental health, and academic needs of all students and particularly those students disproportionately impacted by the COVID-19 pandemic.

A team of parents and community organizations, educators, building and district leadership, and board of education members developed the plan for funds use.

  • Salaries and benefits for teachers and paraprofessionals for the summer intervention program.

  • 1:1 After school tutoring

  • Additional After School Programming

  • HotSpot connectivity for students with limited wifi access

  • Supplemental curricular licenses (ALEKS, IVS)

  • Additional Mental Health Service for students and staff

  • Telephones in every classroom

General Use

  • Improve air quality through updating HVAC systems

  • Abate Asbestos to improve air quality

  • Transportation - bus, additional route for tutoring

  • Furniture to accommodate specific student learning styles.

  • Tent to create outdoor classrooms

  • Upgrade restrooms 

  • Cleaning and sanitizing supplies to mitigate COVID-19
